Update on New Executive Order About Substance Use Disorder

On Feb. 2, the U.S. Department of Health and Human Services announced a series of new substance use disorder (SUD) treatment and mental health initiatives aligning with President Trump’s Executive Order (EO) called the “Addressing Addiction Through the Great American Recovery Initiative.” Learn more about the EO.

The announcement includes:

  • $100 million for the Safety Through Recovery Engagement and Evidence-based Treatment and Supports initiative, which aims to address homelessness associated with SUD.
  • $10 million for the Assisted Outpatient Treatment grant program to support adults with serious mental illness through community-based, court-ordered outpatient treatment.

These initiatives coincide with the Substance Abuse and Mental Health Services Administration’s first allocation of 2026 annual block grant awards, including $319 million for comprehensive community mental health services for adults with serious mental illness and children with emotional disadvantages, and $475 million for the Substance Use Prevention, Treatment and Recovery Services Block Grant.
